This cookbook will rely heavily on graphic images and illustrations. What's the best computer program I can use to get the job done? Or at least help in developing a prototype that I can send out to various publishing companies?

You can use ADOBE ACROBAT for that..... but you can also use Adobe Photoshop, Adobe Illustrator and/or Quark Express.
You will get good results with any of those programs.
