What prevents the making of a computer program to play console games?

Would it be possible to create a program to allow play of console games on a computer? What steps would need to be taken to allow the play of console games on the computer? What have and can the video game industry do to prevent this?

It is difficult to do. You have to write a program to read the information and emulate the console exactly (or, very close).

Emulators have been written for most consoles. Emulation is completely legal as long is it is not for a current generation console. Downloading the ROM images for games is illegal in most countries, though there are a few exceptions.
Reply:accually there are programs that do this...there called emulators...i have one for my N64,SNES, and sega...you can download games off the internet and play them on these programs....just type in emulator in a google search engine and you can find sites that give you both the program and games
